What Is a Certificate of Competency (COC)?

A Certificate of Competency is a professional qualification issued under the applicable Indian maritime certification framework for eligible seafarers serving in specified officer capacities. The certification process assesses the knowledge, skills, experience and competence required for the relevant grade and duties.

In India, the Directorate General of Shipping (DGS), Government of India, administers the applicable examination and certification framework. Requirements differ by discipline, grade, route of entry and applicable rules.

Important: COC examination eligibility, sea-service requirements, approved courses, examination functions, exemptions and assessment procedures can change. Always verify the rules and notices applicable to your grade on the official DGS website before applying.

How to Prepare for a COC Oral Examination

Oral preparation should develop technical understanding, clear communication, practical judgement and the ability to explain why a procedure is followed—not just memorise answers.

1. Understand the question

  • Listen carefully and identify exactly what is being asked.
  • Clarify the machinery, system or operational situation.
  • Give a direct answer before adding technical detail.
  • Explain the principle and purpose of the equipment.

2. Explain the procedure

  • State the immediate safety precautions.
  • Explain the correct operating or troubleshooting sequence.
  • Identify relevant alarms, indications and interlocks.
  • Describe verification, reporting and follow-up actions.

3. Practise scenario-based questions

  • What would you do if a generator trips during operation?
  • How would you respond to a machinery-space fire?
  • What steps would you take after a loss of steering?
  • How would you investigate abnormal pressure or temperature?

Adapt scenarios to your discipline and examination grade.

4. Revise with a structured plan

  • Divide the syllabus into manageable topics.
  • Practise short oral answers every day.
  • Revise diagrams, systems and operating sequences.
  • Identify weak topics and repeat mock oral sessions.
Oral examination tip: A strong answer normally explains the principle, relevant safety precautions, correct procedure and reasons for the actions taken. For real shipboard emergencies, follow the applicable shipboard procedures, SMS, manufacturer's instructions and instructions from the responsible officer.

Important Topics for Technical Oral Practice

Use these subject groups as a revision checklist. Your actual examination syllabus depends on the applicable grade and official examination functions.

  • Purifiers, pumps, valves and piping systems
  • Refrigeration, air conditioning and fresh-water generators
  • Bilge, ballast, sewage and pollution-prevention systems
  • Electrical protection, alarms and automation
  • Fire, blackout, flooding and machinery failure scenarios

Nautical Topics

  • COLREGs, lights, shapes and sound signals
  • Chartwork, passage planning and position fixing
  • Radar, ARPA, ECDIS and bridge equipment
  • Compass errors, gyrocompass and magnetic compass
  • Stability, trim, stress and cargo operations
  • Weather routing, tides and ocean passage
  • Bridge watchkeeping and resource management
  • Anchoring, mooring, pilotage and restricted waters
  • GMDSS, distress procedures and communications
  • Search and rescue, fire, collision and grounding response
